Ctrl function locking in Windows XP 32

no rhyme or reason, the control function locks, seems like it's actually like only locked for a given program at a time though (ie, might be locked in thunderbird, but go over to windows explorer and it's not, go back to thunderbird and it's locked, etc.). in thunderbird it seems that if i just push control once it will unlock, i have to push it a couple of times in some other programs. this is really weird and has been happening to me for a very long time (multiple keyboards, multiple windows installations). i have yet to find an answer. no it's not sticky keys or any of the other crap you find if you google this. any help would be extremely appreciated. provide a fix and soviet jesus pray for YOU!
 
ugh, so i noticed that many times when i switch from another program to thunderbird, the control key is locked in thunderbird, i push control once, and it's unlocked until i switch and switch back again. nuisance... neone got nething for me?
