CTRL+ALT+DEL = missing menu?

everytime i push ctrl+alt+del, nothing is there except a display of current active programs and the 3 options (end task, switch to, or new task) but what happen to my menus? i remember i was able to see a much more bigger menu with the ability to restart, shutdown computer, etc using the top menu of the manager. i have never ran into such a computer problem and find this really wierd. anyone have any idea on how to fix this? Many Thanks.
