There you go again imposing a quantitative aspect to my first argument that I did not make.

Here's an analogy.
Thread is about the massive national deficit.
Person A pops in, complains that it's and outrage that we waste money on a worthless agency like the CDC. Doesn't mention how much money it actually is. Mentions nothing else.
Person B pops in, and says, just so that people know, the thing's he's complaining about is .001 percent of the budget (links data), that massive thing brought up by the OP.
Person A: I never quantified it. I never said it was more than that.
Doesn't matter. Person B's facts provided perspective to frame the issue. If person A wants to make the CDC an issue, people should probably know the magnitude of the issue in fiscal terms, especially because person A made no attempt to provide such information. It would be different if the topic of thread was the usefulness of the CDC, but it's a budgetary thread, and hence, the dollars and cents always matter. Person B may not have literally refuted person A, but did provide information to put person A's remarks into context.
If you don't understand it from there, I don't know what to say.
