It has been years since I played CS/CS:S (like 5+), but I played from b7.1 up until then, and from what I recall, the scout is very accurate when standing. Scout was my favorite weapon and I would regularly kill AWPers by strafing back and forward.
 
wow. i just tried to play some cs:source for the first time in like 8 years.. wow do i suck now.. jesus.
