CS help!!

I have recently just join the world of CS addicts I am trying to tweak my system so it will run more smooth when I am playing the game.
I have an All In Wonder Ati Radeon I understand that the higher the FPS the better however when I use console command to show my fps it range from 40-50s and then when I type fps_max = 100 my fps just stay at 19 (WTF??) what can I do to make my fps higher??

I have now encounter more problem with CS... I would play a game of CS I would quit the program and 2 min later try to play the game again.. for no reason at all it won't let me connect to any servers at all.. it kept saying can't connect to the server.. connection fail.. I have to reinsatll CS again to play.. any ideas?

Change your video mode to opengl. I'm not sure how well the ATI card supports it, but if it doesn't work try Direct3d. You can probably bump the resolution up to at least 800x600
