The biggest problem here is how people view PC game settings. They aren't necessarily meant to be played at max settings, and even at medium settings, they look as good as a console.

PC settings are there so you can self optimize the game to your hardware. Settings exist for low end PC's, all the way to future PC hardware. You cannot just expect to max out every game, no matter what your spec's are.

Settings are there because every PC is different and it is up to use to optimize the settings to our PC. Of course almost every thread similar to this, is based on the above idea.

Crysis 3 is quite demanding on very high. Try reducing graphics settings like shadows to see if your performance improves.

This OP. Try textures to high, all IQ to high, SMAA 1x, OC the 3770K, and the card while you're at it

I am facing similar issue with this game where on high I get 20-25fps but keeps dropping in teens.Even on medium the fps drops in teens frequently.Only on low settings I get 20-30fps with sometimes drops below 20fps.I play at 1400*900 radeon 7750 gddr5 and pentium G630.Its low end PC but even on low settings it struggles with Crysis 3.

well a 7750 and low end dual core are not suitable for this game. the low res helps out a little with your slow gpu but that G630 stands no chance of keeping the framerates up. my 4770k at 4.3 is 6 times the cpu you have and even it cant keep my 780 at 99% the whole time.

Well according to task manager and gpu-z both my CPU and gpu run at 100% and 99% respectively.Also the game uses full 996mb of my 1gb vram according to gpu-z dedicated vram reading.So am I both CPU and gpu limited or only CPU limited?
Also do you think I will be able to run Watch Dogs on low/med settings ?

right now you are both limited by the CPU and GPU when it comes to Crysis. Will have to wait and see how Watch Dogs performs before we can say anything.
