I found the best strategy to be firing all five shots in rapid order (you don't need to wait for the previous shot to settle or even hit before launching subsequent payloads). This was almost always enough to push over the structures.

I got 24 with shrapnel. If you explode a bomb right on the ceiling the shrapnel will often kill somebody in the area below without taking down the structure.

They are a decent version but they suck since they make you restart the game over if you ever miss a level so you can't get most of the decent items.
