The problem with these pirates is ship captains don't know they're pirates until they're climbing over the railing. Basically what the cruise ship captain saw were two suspicious looking fishing boats on an intercept course for his ship. Either he had a gut feeling that something didn't look right with them or these were indeed the retarded pirates who started waving their guns and shooting at them before they were even close. Other than the pirates giving themselves away, how are you going to tell they're pirates until they whip out the guns and the grappling hooks?
