My secondary CRT sometimes flickers, as in wobbles pretty intense, althugh the refresh rate is 75hz (max is
85hz) it is running of off a GF4mx 64megs

Is this fixable?

Move any electrical device away from the monitor or turn off everything in the room and see if that was the cause. I have a little portable fan that even 10 feet away causes that kind of issue with my CRT, so even something small that is quite far away may be putting out an inordinate amount of interference.
