Crosstraining or taking one's job

I'm not sure if this is real common in the workplace or if it should be dealt with. I work this this person who was here before me. My boss tries hard like crazy to get him to train me on what he knows. Unfortunatley, he's scared that I may take his job. So in turn he tires to teach me as little as possible. My boss has to hold a gun up to his head to get him to do anything. As a result my boss got angry and moved most of the projects he supports to me. Now he does less. However, he is still trying to hold on to the little that he knows.
