Crossfire Help Needed XFX 7970ghz+R9280xBE

So I am fairly new to the world of multi-gpus. I have a XFX 7970ghz, and decided to get a r9 280x black edition from XFX to pair with it. Read online and such to make sure it would work and after being verified that it would I proceeded. Plus snagging the card for 190.00 was a nice motivator as well.

I am having concerns/issues with the management of the cards. I had to put my 7970ghz on the top slot as the crossfire in the catalyst wouldn't recognized they were connected otherwise. Though someone said use the original 7970 crossfire bridge and would fix that issue - but mine isn't wasn't long enough to reach over the cooler on the 280x. But having them all connected with the original bridge I could then enable crossfire.

Now comes the issue. That many seem to have - but haven't seen anything newer than 13.4 catalyst threads from around last year. Msi Afterburner shows gpu usage at 99% when not being used. GPU-Z also shows this.

I have read about disabling ULPS but that seems to just disable the card? I am not sure. But what I get the gist of is that you can disable it completely...then re-enable when you want to use it. Rebooting each time in-between. Furthermore, I have already attempted the delete every AMD file and restart fresh..did that from the start...but still to no avail. While having my 280x in top slot, GPUZ would recognize it as a R9 card, but in the bottom claims it to be another 7900 series.....which seems odd to me as well.

So, is there a good fix for this that I am missing somewhere?

inside a Thermaltake A71 with a Seidon 240m and like 6 case fans.
(which is why the temps bother me when I have so much air movement.)
