Nothing in particular from its original meaning, it's become a modifiable saying though. I would have to say it originated from the teaching of cursive, as when you are finished with a word you will "cross your Ts and dot your Is".

Search it on Google and you'll see cute little permutations of that. As for 311, it probably just sounded cool with the rest of the line.

Now I've been a fan of both Eve 6 and 311 for a long time, but those aren't the greatest examples of well-written lyrics. They threw it in because it sounded good and people recognize it. Or, they could be using it to refer to the writing of their lyrics.

Yah I've been a fan of both of them for a while too, but I just recently noticed the cross my t's in the Eve 6 song. It took me a while to notice it in 311 songs. 311's seems pretty random, and Eve 6's a little less so.
