Critiquing a new website design

Hey guys, I'd appreciate hearing your advice.

Here's my old site:
depts.washington.edu/biostat/

And here's what I'm considering for a redesign:

Let me know what you think. It's not complete - there will be some sort of image, maybe of Mt Rainier or the UW or something, in the upper right
corner, and a menubar with flyout menus like the UW's underneath the main logo.

I'll also probably center it on the screen, and make it so that the colors (like the blue at the bottom etc.) in the bars actually extend all the way
across the screen, to fill it out.

As always, all comments are welcome.

The menubar will go below the "university of washington school of public health," and the content below that, with a possible newsbar on the right-hand side underneath the image box.

Are you using a program to do this? Which one if so, dreamweaver?

There's not much there to judge it on, but from the design i see so far it looks nice

Edit: It looks like some of the CSS I used isn't NS/Mozilla compliant, so I'm going to have to work on that.
