You're likely going to get lots of folks who hate frames coming out of the workwork, but i think they're pretty well executed on the page. The wallpaper on the "members" page sucks balls however.... it's like looking at blue silk sheets through those cheesy 50s-era 3d glasses.
i suggest a complete redesign... i don't know where to start if you just want me to talk about that page....
word of general advice though, it's better to have something that is really super simple but not aesthetically offensive, than a really complicated and "slick" interface that looks like crap. i notice you said you're not very creative... well if you know that you aren't, don't try to be, just try to make a "boring" one.
eh, here's a list of don'ts (though you probably already knew all this):
no picture background... keep it lowkey. it's a background... not foreground
don't have too many different colors for your text
cut down on the animated gifs
be careful with frames.

I would do the background in that darker green that MSU uses for it's school colors. White text on top of that. Also, if you could a little photoshopping and maybe make an image of a cartton Sparty on a cartoon bike I think that would be cool.
AMeesh thats he default for frontpages frame page with header footre context and menu. For easier design so lay off.
Did you make this page recently or in 1998?
Anyways, if it is recent, ditch the whole layout. Just steal a layout from one of your favorite pages. It's the internet way....

i agree with the guy that says frames are old school... i suggest maybe a light flash intro or something... oh and too many pics dude it clutters the thing up

i'd be starting from scratch (unless somebody here on ATOT would be generous enough to help with design).

yeayea, but with even more girls! And some bikes too i guess
The bikes pics look good, but the rotating icons are annoying.
Frame is okay to use, but best to stay away.
Try to keep every page bg consistence, because the changes of gaudy colours & texture are annoying to the eyes from page to page.
Another thing is you might want design a tasteful logo or banner for the header.
And remember the golden rule of KIS.
