creeping along in 1st very slowly, is that lugging the engine?

Yeah, guess so.....quite sorry, actually.

But in answer to your original question, 1st gear, even crawling along in it, is cool as long as the car isn't bucking. When or if it does that, you're at too low an rpm for it and you're lugging the engine. Time to put in the clutch.

Or he is simply not giving it enough throttle like if you're on an incline, stationary and not giving it any gas.
