credit card minimum in restaurants

so this place said there is a $10 min for CC. my meal came out to 9.96 and the guy said its a 10 min. I told him that 4 cents isn't much, so he asked if he can charge me 10 flat! I should have left a tip of 4 cents, since its worth so damn much to them!

I didn't know that, I thought I remembered something about them not being allowed to charge a service fee for using a CC, but I've been to lots of places with $5 minimums. I mean they get charged on every transaction so I don't mind keeping things even.

/edit Oh and OP, if your meal was 9.96, why didn't you just subtract $.04 from your tip?

While I don't know about debit cards, and I would assume that those are on a per bank issue, ALL major CC companies (ie Visa, MC, amex, discover) state that if someone is to allow usage of their cards, they must allow ALL usage, and not enstate minimums, and it actually is enforced.

Amex rules

Mastercard and Visa specifically state that you can not charge usage OR minimum charges.

Amex says that you can charge minimums, but if you accept Visa or Mastercard, you can not charge for amex since visa and mastercard must be free and that would discriminate.
