This brings up an interesting question that Guzman doesn't really address—if the intent of his first virus was simply to steal login information for internet access, why did ILOVEYOU overwrite files that had nothing to do with that? His interview with the BBC doesn't offer a direct answer, but it does sound like he just wanted to see how far it could spread.
So it sounds like he really didn't learn a lesson from doing this. Apparently he claims to this day he wasn't aware of much of anything, but when you don't even get as much as a fine, I guess that it's just easier for him to still claim ignorance on everything.As for Guzman, he managed to escape being punished because what he did was not illegal in the Philippines at the time.
