The home page ought to have some information or a link to why someone would consider or benefit from distance learning. You need to do some "selling" to a prospective student. The Non-Degree page should have it's own introductory text about why a program like that would be useful to a student.

The Course listing page needs to have an index at the top so you can quickly see all the course titles and then be able to link to each course description directly, instead of having to scroll all the way through the page to see if there is a course of interest. The email icons on that page need a hover text with "Email instructor" or something.

The search page gives you no indication what the difference is between the two radio buttons.

The information request page should have the First Name first, not Last Name first. See if you can align the fields vertically so they line up better.

Fix the spelling errors on the Student Resources page. different, Britannica (twice), Encyclopedia and Google are spelled wrong.

For a "virtual union", think about why a enrolled student would come to the site. What would they be looking for? Like saxman said, look at sites from other distance learning schools and use that as a starting point.
