Creative Modemblaster 5625 External modem slow connection

I got this pricy modem a while back and I have not been able to use it at all. I run win2k sp1 and use bluelight.com for dialup. this modem cannot connect faster than 34.6 for some reason. its not a line problem because my laptop connects at a minimum of 48.8 on the same exact line when disconnected from pc. also half the time i get error message 777, which is my computer and server dont agree on ppp protocol, but half the time it connects without giving me that error (still slow though) any tips?
