Creating a Bootable CD for Flashing BIOS

Im wondering how I can create a Bootable cd. Is there a specific program that i should use or what? For the boot sector do I use an iso or is there some kind of script I need to download? Im trying to unlock the 16 pipes for my sapphire x800gto2 and Im having a little problem. Looked online but didn't find anything to be of much help. If anyone can help it would be greatly appreciated.
 
How hard is it to temporarily connect a floppy drive? Also USB floppy drive (and yes you can boot from them) is $30 at Wally World.

If you plan on doing any troubleshooting on a computer, you should have a spare floppy drive lying around.
