create a shortcut in control panel?

I am writing a two part windows project. First part is a windows service to run in the background, but I am also writing a front end app to control the service. I want to install the front end app to the control panel in windows. How would I go about doing that? The service and the front end app will have an installer so if it is as easy as creating a shortcut in the control panel that would be great.
