Crazy Local Network Usage

Hi,

Recently I found that there is huge local network usage that use up 40-50Mbps of network speed. So, I do the checking in resource monitor and found that it is coursed by a process called "svchost.exe(LocalServicePerNet)".

This kind of situation happen quite frequently. When it happen, every PC (about 10 PC) on the network will have the same situation and it usually last for quite some time before it stop.

Why is this happen? Is it normal to have this kind of situation on Win7?
