yeah those thingies, only outragous idea I have is that they are actual radiators to cool the air coming into the engine

They're oil coolers. Maybe they're pretending they are intercoolers to be 'cool', but they defo look like oil coolers to me. My Classic mini cooper S had one, a little smaller those that as it was only a 1.3....

edit: intercoolers do jsut that outrageous thing you suggested: they cool air going toa turbo: link

Just one way of getting more power from an engine without increasing capacity....
 
From these pictures I gather the "in" thing to do is put 8 foot tailpipes on your car and a diving board of the front.

"Yeah, That's so I can pull right up to the pool and jump in"
