Crazy cdrom problem

Having some trouble with my cdrom drive. When I push the button to eject the tray, it comes out, then goes right back in without pressing the button. It's really annoying.

Also, when I open windows explorer, the system seems to hang, but if I press the eject button on the cdrom, the system picks back up again.

Changed the jumper from master to cable select, but that's not working. Tried a different ide cable, no luck. Any help would be appreciated.
 
I had this problem several drives ago. Quite honestly I dont know what was wrong with the drive so I just replaced it. Is the drive an older CDROM ?
