I doubt that you could find anything more reliable and proven than a small block chevy and associated transmission.
 
AFAIK you can get crate engines from any vehicle manufacturer. The LSx and 302/5.0 has a HUGE aftermarket though so they actually market them.

Exhaust manifolds are made predominantly for packaging and second for cost. If you notice the space taken up by headers, it can make getting to some things a pain, and for a manufacturer to place them in is rarely easy. Manifolds are much smoother to operate an assembly line with. The HP gained by a matched exhaust in a 4 stroke just isn't that much. A two stroke on the other hand can be well worth it.

not to mention a cast iron manifold is quieter, less prone to cracking, less prone to leaking than tubular headers.
 
Honda and Toyota are obviously willing to do relatively low-unit shipments, judging by their engines' appearance in cars like Lotus and Ariel.

By that logic, why bother with an LS7 or LS9? Why not go for a 596 hemi crate engine?

C'mon...A 596 over a LS9...no way. Chevy small blocks give me a chub.
