Crappy Sound quality

Hey folks, I thought because I had an old computer thats why I'm always getting really crappy sound quality but I have an audigy 2zs, and a decent pair of headsets plantronics audio .90 and I really don't get why I have bad sound quality. I always have to turn my sound down in order to not get all the extra static and all that. Even with my new computer I transferred my old audigy 2zs to the new one. Could it just be that my headset is f'ed up?

I agree mute all but master and wave. All others are not necessary unless you need a mic. They just cause hiss, especially the cd. Plus, are you just plugging in headphones to the line out of the card? Maybe more amplification is needed.
