I can literally feel electricity running through my computer case while its on. I touched it and felt it. Why the hell is it doing that? Am I going to die if I touch it again?
 
Either there's a short somewhere (do what Boonesmi said and take a look at the PS) or you have a bad or ungrounded outlet. Is the wall outlet you're plugged into a 3-prong, grounded outlet? Make sure that you are plugged into a Surge Suppressor and not directly into the wall. Good luck.

Well not likely but the computer could go up in a puff soon...I would check that your outlet is properly grounded, you are using the proper 3 wire power cord, the ground pin isn't ripped off and there isn't any bare wires inside the case. Also check for the M.B. shorting against the case.

If all this checks out then I would suspect the Power Supply and rather than risking disassembly, pick up a replacement.
