RAM CPU/10 = 1:1?

It depends on the multiplier of your CPU. If it's a 10X multi CPU, then yes it is 1:1.

the multi is at 8X and the memory divider is at 166. Is that still 1:1?

Nope, 1:1 is 200mhz set in bios, I can't decipher what cpu-z says because my old mind is twisted

Yes, if the divider is set to 200Mhz then that is 1:1. Anything other than that is not 1:1.
