CPUID Displaying Original Speed

Can't figure this out.

Opteron 170 set to 240x10 in BIOS. BIOS reports 2.4GHz. Windows reports 2.4GHZ (win+break). CPU-Z reports 2.0Ghz (200x10) on both cores.

Windows 7 set to disable Cool n Quiet in the power settings.

What am I missing? How can I verify that the system reall is at 2.4 and not 2.0?

What Motherboard are you using?

It's an Abit kn8-Ultra, latest Bios. CnQ is disabled in the BIOS as well as Windows.

Edit: Just realized that I may have the Passive/Active setting backwards. Anyway, either setting doesn't change anything. Still reads 2.0GHz in CPUZ
