CPU-Z stress test not running CPU @ 100%?

I'm doing some testing on a recently formatted rig.

When I run the CPU-Z stress test it looks like this with the CPU nowhere near 100% -

When I run the Intel Extreme Tuning stress test the CPU is running 100% -

It's a problem with CPU-Z's test right? Going to check Prime95 now...
