cpu voltage prob

I have a epox 8rda3, im trying to overclock a little, heres my problem, when i increase the cpu voltage in my bios and then restart to windows(xp pro) and run cpu-z and sisandra, the voltage does not change, it stays at 1.61 or so, im only trying to bring it up to 1.72, is there something in windows that wont let me do this, and yes i am saving the bios setting before i restart
