CPU usage spikes way high when opening task manager

It's not a problem or anything, my PC runs just fine, but I just want to check if this is normal:

Whenever I open task manager with ctrl alt del the cpu usage briefly spikes up to 60~70%, then quickly drops down to 0~1%. Again, it's not an inconvenience - but is it supposed to happen?

I always thought that this was normal because it happens to me as well on 5 computers that I own.

Its just an abnormality because the CPU is spiking opening a new program (taskmanager) and also because taskmanager shows averages over 1 second intervals. When its loaded it only has 1 or 2 samples to display...

It has done that with all my computers.
