CPU usage screwing up

I have a generic cordless keyboard, with a built in mouse. The infrared senser has two wires; a PS/2 plug for the keyboard, and a serial plug for the mouse. Whenever I plug in the serial wire and restart to use the mouse, the CPU usage stays continuously at at least 20%, whereas before its always at 0% or 1%. The computer runs noticeably slower when the mouse is plugged in. I've tried unplugging my USB mouse and restarting, but it has no effect. Before everyone tells me to open up task manager and see which process is chewing up the resources, I already tried that. It doesn't show anything that's using CPU resources. If anyone knows why this happens, or how to fix it, I'd really appreciate any help. Thanks
 
I'd also like to mention that switching the mouse driver from 'microsoft' to 'general' also failed to do anything

p3 733mhz slot-architecture
320 mb ram
ati radeon le video card
sound blaster live! value sound card
maxtor 7200rpm hard drive
windows xp professional
this problem has occured both with a fresh winxp install and with sp1 upgrades and patches
