I am going away soon for 2 years and I need something to keep me up to speed durring that time.

I was thinking this CPU? I need to know does it overclock well and will I see a noticable improvment over my current set up?

My board supports a 1333 Bus but does that mean I wont be able to OC'it any further?

Quad core I wish to buy

Only if you run games/apps that use four cores. >90% of software out there only takes advantage of two (or fewer) cores today so unless you have a specific application that needs four cores you are better off with a faster dual core.

Since you are already at 3GHz, unless you get a great chip that clocks at 3.6 or better, I don't think you will notice anything at all.
