since this is an old processor, i'm guessing you didn't get this like a month ago so first off check if your fan on your hsf is running and if it is, clean dust. idle at 64 still seems high even for a stock.

I have an E6750 @ stock with a freezer pro. It idles around 28 and loads around 36-38. 65 is waaaay hot even with intel stock crap!

Does room temperature have an effect on the cpu temp?

Absolutely. Firstly, the warmer the air circulating through your system the less heat it can dissipate. Oh and of course air coolers can never cool below ambient so if its 34'C is your room you are at a disadvantage.

In theory, however unrealistic it may be, air coolers can indeed cool below ambient. The pressure drop behind a powerful fan works on basically the same concepts as the evaporator on a phase change unit. It is just on a lot smaller scale and without any actual phase changing.

Yeah, 32nm CPUs with large HSF idle very close to room temp. With a core or two that will dip below.

Those temps are relatively high, vacuum cpu cooler and clearly ambient temperature makes a difference. With a decent cooler e.g.Tuniq tower you'll be able to overclock to 4ghz with that cpu and max out under 50 /60C with a little luck.
