Anything below 60C (load) is ideal. The retail HSF is also adequate.

Well, software readings tend to not be very accurate, but the general ballpark should be somewhere in the 30s to low 40s C.
My 3200+ is running at 28C if you believe my temperature monitoring program heh.
Lots of results on A64 temps

If you already have an A64 board that's AGP, I don't think it would be worth it to get a new one that does PCI-e.
Generally the good buys are
$100 - 9600pro
$130 - 6600
$150 - 9800pro
$185 - 6600gt ***very nice one
$330 - X800XL
$365 - 6800gt
(prices are approx.)

Just the stock A64 cooler. I think I'm probably in the mid 30s in reality. I don't think they've worked all the bugs out of the soltek hardware monitor.

I don't really believe the temp sensor reading. I didn't do anything special.

Before you get a new HS, do you have any idea why yours is high right now?
Do you have decent case ventilation?
Are you pretty sure you put the HS on right and it's making good contact with the CPU?
Was the thermal pad on the HS in good shape / you didnt' do anything to it?

Not necessarily true. It really depends on your processor and many other factors. Some chips idle at higher temperatures than others.

Before you take it off, you should have some new thermal interface material to put between the HS and the CPU. Without it, the HS wont make good contact with the CPU.
If you put new material on it, make sure you clean off the CPU and heatsink really well first (isopropal alcohol works well).
Also, take the HS off soon after turning the comptuer off. That way the interface material will be warm and it should come off easily (and not get stuck to the CPU and rip it out of the socket)
