CPU running slow

HAI guys

Ok so Im a little stumped here, I have an E8500, and I am currently running it stock to find this problem. It should be running at 3.16GHz, but is currently running at 2.53GHz. I am also using a Gigabyte EP45-DS5 mobo.
> C1E is disabled, as are the other C letter power saving options
> EIST is disabled
> All these parts have previously been tested to work considerably faster, incl power supply

The system seems to be running at 80% of the desired clock speed, to around 1 decimal point. This remains constant if I bump it up to 3.5GHz, it runs at around 2.8GHz. After spending all morning trying to find speedstep options and turn them off I am now thoroughly confused.

Ideas people? And thankyou ahead of time :biggrin:

Other things I should probably mention. I have only noticed this after a fresh install of Win7 onto an SSD, although I should comment heavily on 'noticed', the speed is also confirmed in the bios, I am not just taking this from windows. The bios has been updated to the lastest version too!

Only thing I can think of that would underclock the processor with all the other stuff turned off is overheating. What's the CPU temp?

Ok so after looking at CPU-Z, and even after telling it to run 333mhz, its running 266. As for temperatures, I have been running SPrime and Ive seen it get up to 74*C

Will take the computer outside now and hit it with some compressed air all over, try lower this and see if it does anything at all...

After giving it a blow out, it seems to be running fine... Whats confusing though is, not that much dirt came out of it. Thinking maybe something got bumped?!?
