CPU Issues, again..

CPU is still running at 65 C and the performance is poor, as it always has been. Would lowering the voltage from 1.7 help any with the temp?
 
whats the specific processor and whats the mobo? what are the ambient temps? what cooling are you using?
 
Processor is in sig, mobo isn't easy explaining because its some off brand pos.. temps run 65 idle and 69 load.. no idea about cooling and can't afford any paste or anything..
 
Enter the BIOS... how fast is the fan spining?

You can normaly tell the motherboard just because of the string of letters/numbers on the bottom left part of your screen on the boot ... er... screen.
 
Fan doesn't show RPM in bios.. not like the mobo matters, its a crappy socket a mobo, more explaining isn't really needed. I'll rephrase my question: will LOWERING the voltage harm anything possibly?

worst-case scenario is it won't load Windows or crashes after a bit

but you'll be able to get into bios from there no problem to reset the voltage if you have to
