CPU incompatibility issue?

I recently bought a used BFGTech 6800 GT from a friend. Along with this, I upgraded my motherboard (MSI 865PE Neo2) and case but cannibalized the cpu (P4 2.66 Ghz/ 533 FSB), RAM and hd from the old computer.

After setting everything up, I turn on the computer and I get this weird garbled image (flashing white with black lines).

I bought an Antec 500w PSU, installed it and that didn't help. I disconnected everything from the PSU except for the motherboard and hard drive and nothing changed. I bought a brand new X850 Pro from Best Buy and that had the same problem. However, my old 9800 Pro works just fine, as did an X700 Pro. I took everything to best buy and had them hook it up to their monitor and it still did the same thing, though other gfx cards (both AGP and PCI) worked.

I bought a Gigabyte GA-8IPE1000G and moved everything over to that and that didn't help.

Is this issue being caused by a cpu incompatibility with the Video card? RAM malfunction?
