CPU frequency not lowering; recent driver update?

Hey, I just today updated to the new AMD Catalyst 13.8 beta drivers and am noticing that my CPU is staying at max frequency, whereas before it would downclock to like 1.4ghz to keep the temp low. Thing is, as far as I can tell all the settings are still the same.

The catalyst center has CPU power set to range from 1400mhz to 4100 mhz, OverDrive is on....I've tried chaning my power setting in the Win7 control panel but that doesn't help, and going into advanced settings it has CPU set to scale back to as low as 5%...Cool N Quiet is Enabled in the BIOS...

Any ideas?

Does going back to the earlier drivers fix the issue?

They are beta drivers, so your system might be evidence as to why. Everything I have read says that you won't be seeing any difference on a single-card system anyway.

what is the CPU minimum set to in the advanced power options? I had to readjust mine when Samsung implemented it's 'optimised profile' via Samsung Magician.

Well changing drivers was easier said than done...Had to uninstall Catalyst fully and run DriverSweeper over it before it would actually remove. Then I installed 13.4 but for whatever reason in CCC only the drop-down menus for Performance and Power were there...so uninstalled again, tried the 13.6 beta I used to use, and it said it failed and gave me a log but in the log everything said Success!

Anyway here I am now on Catalyst 13.4 and CnQ is still not working. I have all my power profiles set to have a minimum of 5% and maximum of 100% under Processor Power State

Should be, I haven't changed them recently and the website says they haven't updated their drivers in months...but maybe I could have uninstalled them along with the display driver so I might try reinstalling those anyways

Yeah, it is odd that installing Video Card drivers would affect the chipset software (including C&Q) under normal circumstances, so I would do a re-install as a troubleshooting step here.

CCC can overclock AMD processors as well as video cards. It hooks to both.

Well tried re-installing the chipset drivers, didn't do anything.

It's having no problem scaling my GPU up and down...and in Core Temp I can occasionally see the multiplier on a core or two drop from 20.5 to 15.0 but it never downclocks the whole thing.

Sounds like remnants of 13.8 are still there causing chaos. Hopefully an AMD guy can chime in and help you with this.

If you don't get anything, I might suggest you ask a mod to move this thread to VC&G, since the graphics card driver started your problem.

Yeah seems like a driver issue...

My PC in general is not running particularly well either. Lag switching between tabs or programs, even some delay when typing.

Apparently there were multiple programs called "postgre.exe" and "postgres.exe" using up large amounts of CPU...turning those off, the clock frequency went down like normal. I tried looking into what these .exes are and apparently they're often associated with McAfee, which I do not have. So I'm thinking it may be some sort of virus

Postgre is the executable for PostgreSQL a SQL database program.

Maybe your computer was turned into an email spam zombie?

Superantispyware and windows security program didn't find it to remove it, I just disabled it in msconfig and deleted any .exes they linked to...good so far, but need to figure out how to fully remove it

More importantly, how did it get installed? You need to be thinking about the rootkit that is probably still running on your PC.

Do a a search for it on the drive containing Windows (tell it to show you hidden files). In msconfig look at the registry entry for that and actually remove it from the location in the registry.

Once the machine it running normally (if it isn't now) you will probably want to clear out all restore points so that it won't come back.

Yeah I deleted all registry keys associated with and and anything else it was linked to.

Not sure how it got there, only thing I've installed recently is drivers.
