you can decrease the speed by reducing the applied voltage (Rheostat). But if you try to increase the speed by raising the voltage (which is the only way a speed increase could be accomplished) you will burn out the motor windings (unless your increase was so small as to be insignificant anyway).

PS: only effective way I know to increase the speed of a fan........ is to replace it with a faster fan.
