cpu core voltage seems low

im running a GIGABYTE GA7ZX-1 with an AMD Duron 800 cpu
here are the cpu specs i get when i run a test

cpu temp 42.8C

voltages
12.19V - 12
5.00V - 5
1.67V - core
3.40V

can the core being so low be affecting my pc, cause it doesnt seem to be runnin well at all
