CPU cooling problem

i just got my TT smart fan II and i'm using it with an slk800 to cool my cpu. before i was using the stock fan that came with my case (a coolermaster fan). my temps went from 38 C to 48 C when i started to use the smart fan. also, the smart fan is set on MAX but hardware doctor shows it's only spinning at 2500 rpm, whats goin on here? the whether got really hot here in LA lately but can that explain a rise in CPU temps of 10 degrees C? thanx

EDIT: these temps are NON loaded temps
 
Also, for reference, i just tried to the old coolermaster fan. temp are the same. about 50 degrees C. the room temperature is about 85 degrees farenheit as opposed to low 70 when i took the temps last week
 
ummm, i think hardware doctor in faulty. my case temps went from 30 degrees C to 117 degrees C and caused the alarm to go off in 5 minutes while CPU temps stayed the same. can anyone recommend another program thats NOT MBM5? thanx

slk-800 is more better than other heatsinks when there is more air going through it......i just changed ax-7 to slk-800 and there is no difference between temperatures with my adjustable fan...but what happens when i put the loud and effective deltafan on....???
 
its night time and my room has cooled but temps still at 45 degrees C idle 🙁

Also, the smart fan is cranked up all the way but why would hardware doctor show it as spinning @ 2500 rpm?
