I see cards categorized by their capabilities. Yet, what about matching them to cpu. When is your cpu so slow that your graphics card is cpu bounded?

What's the recommendation for folks with:

1 Ghz Dinosaur CPU
2 Ghz OK CPU (an Intel 2 Ghz cpu for example)
Near top of the line?
