CPU and performance issue

Just built my rig and it doesn't seem like its up to par or out performing some of my friends computers which are older and don't have parts as good as mine.

All programs and hardware are up to date. Nothing is OC'd. CPU temp 32c, Vid temp 38c, with 3 120mm and 1 140mm.

Problems:
1. Programs loading slowly that should take 1/4th the time it its to open.
2. CPU constantly running at 2ghz and not 3ghz.
3. Videos/games hoping all over the place.
4. Sound crackles when opening some programs
5. Ran 3DMark Vantage and completely failed the CPU test (score 5382)

I was starting to think it was my ram because of all the glitching on programs and games but I am seeing np with the ram when I test it. The 3DMark test killed my CPU which was tested just for performance and it should take it on high or extreme.

Or am I just reading into things too much and I should stop expecting perfection out of my system?

Right off, it sounds like you stepping or multiplier aren't set correctly.

You probably need to check what your Bus speed is set at, and also your Memory speed.

This is all going to be BIOS settings.

Also..your multiplier might have a setting on it where if your not under 100% load.. it will step down your mult. Go into your BIOS and take off all the settings you can that lets the BIOS control..You should put things on manual if you can.
