Viewing it shouldn't be illegal anyhow. Distributing it should be. Warehousing it should be as well. But having it in your browser cache seems too flimsy to really charge someone to begin with. It seems like a waste of time and money to charge everyone who has viewed a website containing child porn.
Watch peer guardian and you will see how many sites you hit actually link to IP's that are tracking you for law enforcement purposes. Anyone ever visit efukt.com? For some reason san mateo county sherriff's department comes up when you hit that site. (at least they used to). IIRC imagefap has some LE IP's pop up too. Pretty much any porn site (and probably image hosting sites) is being watched.
Why not find a way to block the offending sites instead?
