Cox Cable in Northern VA higher speeds

I saw on Cox's site that their high speed internet service is now 15Mbps down / 2Mbps up for the premier service and 5Mbps down / 2Mbps up for preferred. I have premier and my speeds are still nowhere near advertised. I'm able to clock in the mid 3Mbps range down, 400Kbps up in bandwidth tests. Perfmon indicates I'm able to pull 450 - 500KBps down and peak at 100KBps up. I have QoS disabled in network settings, FWIW.

I called Cox tech support to see if my area has not yet been upgraded, but he clocked me at 17.2Mbps down and over 3Mbps up to their router! Ping times are 8ms to my first hop.

Is anyone else seeing these advertised speeds? Any tweaks I should use to get the most out of this?
 
From which site, Phil? I tried their Centreville site (closest to me that I know of) and I got mid 4Mbps up / 512Kbps down.

FWIW, my internet was previously rated @ 5Mbps down / 768Kbps up.
