I think this is part of why our country is so full of people trying to work the system. All it takes is a couple of people. Once everyone sees a handful of people working the system and robbing from them and getting away with it they all lose faith in the credibility of the system and figure they have to learn to do the same. Not even to gain the advantage either, but just to break even with everyone else robbing from them and adding to their work load. If you are honest and don't play office politics, you end up being behind for it. When success in more and more business boils down to how well you play the game, it will become that much worse.
