Counter-Strike Source/Steam problem

Ok.... I have posted this problem up and down the Steam forums, and here on aat. I really need some help because no one knows what causes this or how to fix this problem. Ever since I've been on my new computer Steam has been acting weird. Today I had another problem. I started steam and proceeded to play CS:Source which I just got done playing about 2 hours ago, and it told me that I didn't have it installed and have to install it. The other problem I've been having is that when I start Steam up, my task bar gets filled with blank steam bars. Only one person that I've seen has had the same problem and told me he started getting the problem after he formatted his HD but didn't know how to fix it.

If anyone knows anything I could really use some help, I already tried validating the files and it didn't do nothing. Thanks in advanced.

Have you tried uninstalling Steam and all related components and getting everything fresh? I know it's a big deal and I wouldn't want to do it, but I have never encountered such a problem.

Uninstalled everything twice, didn't fix a thing.
