Counter-Strike is choppy

I finally got Counter-Strike to work, installed successfully. So I attempt to play a game, the game is very choppy. Like it pauses and goes, and pauses and goes, basically it doesn't run smooth at all. I installed all the patches, and also installed this ATI fix I downloaded from the Half Life website. I don't think it is a network issue, because my ping is 45. Could it be a video card drive issue? Below is my setup....

Ok this is not to put down your system, but that video card you are using it not a very good gaming card. Looking into getting a new video card. A cheap GefroceMX will do wonders in CS. I had been running a 32meg Geforce2MX and getting 99fps. With a simular system(IWILL KK266-R/1.2TBird/256MEM/cable modem)
Also turn off vsync.

You can try this too:
goto Tweak3d
find the halflife autoexec creator and use it.
there is 2 more articles on that site for tweaking HL. Look over those articles and see if it helps :)

Yeah I know about my video card. I am saving money for a dedicated gaming machine, and use the one I have now strictly for work/e-mail/chat/video stuff. I had no such problems in Windows 98, but I had to rebuild my system last Thursday because there was a bad sector on my hard drive, which means I had to use DFT to erase the disk. I try different drivers for my video card later tonight.... any other ideas?

well... other than getting a new vid card...

you could "dumb" down the graphics... what resolution are you playing at??

you could always try to play in software
